Classify paper/digital sources, condition, sensitivity, volumes, file plans, permissions and retention duties. Include difficult/exception records, not only clean samples.
Measurement criteria
Agree image/page/metadata defect measures by record class, sampling methods, stage durations, reconciliation and acceptance criteria. Projects must confirm thresholds/SLA.
Gate before scaling
Require QC, exception and rework reports; test permissions/tenancy, exports, recovery, compatibility and connectors. Owners approve results/open items; version profiles as deployment baselines.
