Two journeys, one records lifecycle

Connect paper and born-digital records through persistent identifiers, policies and evidence.

Six steps of paper–digital operation

  1. 01Load dossiers
  2. 02Flow R captures images
  3. 03Mobile-ID recognizes
  4. 04Send decision
  5. 05Flow R executes
  6. 06Reconcile paper–digital

Control loop

Image → recognize → decide → execute → confirm. The device transports/holds paper; Mobile-ID recognizes and decides; Trusted Records reconciles. Early images, deadlines, ACKs and buffers are requirements pending vendor validation.

Governance loop

QC → acceptance → registration → access → discovery → preservation → delivery/disposition. Born-digital records use package validation and bypass Flow R. Uncertain AI results require configured holding/buffering/stopping rather than assuming a reviewer can respond during an unverified transport window.

Sheet ↔ image ↔ dossier ↔ decision ↔ location ↔ reconciliation. Capture order is not authoritative order; reconstruction requires mappings and evidence.

From paper to governed records

Intake → preparation → scanning → AI/OCR/classification → QC → registration/declaration. Retain BoxID, DossierID and SheetID to reconcile images with physical material. Paper remains governed after digitization.

Born-digital records

Office, email, eForms and applications supply metadata-bearing packages. Validation and duplicate review precede registration. After declaration: manage → access → preserve/convert → approved transfer or disposition.

Representations and identifiers

Original, digitized, official-record, converted, preserved and access representations serve different purposes. An ImageID does not automatically create a RecordID or original-equivalent status. Every transformation retains lineage, operator and approval.

Control gates

Block progression when reconciliation, QC or authority is missing. Technical completion, acceptance and billable states are separate. Retention/holds continue through migration and dissemination.

Start with a verifiable scope.

Agree record classes, quality criteria, permissions and evidence before scaling.
